TFM Volume 1, Part 4, Chapter 4000

Volume I, Part 4–Chapter 4000 of the Treasury Financial Manual (I TFM 4-4000) was originally published October 18, 2011, and updated February 5, 2015, and describes how the U.S. Department of the Treasury's Bureau of the Fiscal Service provides delinquent nontax debt collection services for federal agencies through its Cross-Servicing Program.

This chapter replaces the Letter of Agreement and explains how the Fiscal Service executes its Cross-Servicing Program. It covers federal agencies' obligations once eligible debts have been transferred to the Fiscal Service for collection action, the Fiscal Service's obligations while providing delinquent debt collection services on behalf of federal agencies, and the policies and procedures of Fiscal Service's Cross-Servicing Program.
