Federal Law Enforcement Partnership Engagement

Event Details:

The Bureau of the Fiscal Service will hold a Federal Law Enforcement Partnership Engagement virtual event on March 4, 2021 from 9:30 am to Noon Eastern using Microsoft Teams. The Payment Integrity Center of Excellence (PICOE) is excited to host this event and we look forward to sharing ways we are able support the federal law enforcement community with investigations and combating fraud waste and abuse.

PICOE is a community of experts within the Bureau of the Fiscal Service responsible for assisting agencies in reducing improper payments and dedicated to solving government wide payment integrity challenges. We work with our stakeholders to provide actionable solutions that solve their payment integrity challenges. Last year, the Bureau of the Fiscal Service disbursed 1.4 billion payments totaling over $3.5 trillion dollars to individuals, businesses, non-profit organizations, and others throughout the world; 95% of all payments were disbursed electronically, and over 89 million checks were printed and mailed. The Bureau of Fiscal Service processed $29 billion in payment exceptions which included payments that required a manual intervention such as claims, returns, or cancellations. Overall, the post payment activity consisted of approximately 11 million in claims and cancellations.

PICOE manages a centralized repository of government wide Federal payments and the related transactional level payment data elements. As a result, PICOE can maximize and share data throughout the Federal Law Enforcement Community and provide a holistic view of the payment life cycle including payee characteristics. Historically an agency is only able to view the respective payments they issued to a payee. PICOE, on the other hand, can provide a comprehensive and aggregated view of government wide payment data including transactional level data such as addresses, bank accounts, and more. PICOE is staffed with subject matter experts in all facets of the payment lifecycle and provides daily support to the law enforcement community with ad-hoc data requests/projects, long term operational projects, training, court testimony, and customizable technology solutions, all at no cost to the agencies. PICOE also serves as a venue for cross-governmental collaboration and routinely connects different law enforcement agencies with each other to solve mutual and often over-lapping concerns.
