Post Payment Modernization Initiative
The Post Payment Modernization Initiative (PPMI) is the work by the Bureau of Fiscal Service to strengthen and modernize essential operations that support the full life-cycle of post-payment processing.
The new system being developed will merge and replace functions now performed in several legacy applications: Payments, Claims, and Enhanced Reconciliation (PACER) system, Treasury Check Information System (TCIS), Treasury Offset Program (TOP) Control System (TCS), and Treasury Receivable, Accounting, and Collection System (TRACS). PPMI has also replaced the previous application known as the Post Payment System (PPS).
PPMI will support all Treasury Disbursed Offices (TDO) and only Non-Treasury Disbursed Offices (NTDO) that are Central Accounting Reporting System (CARS) reporters in Governmentwide Accounting (GWA).
It will serve as system of record for payments, claims, and returns, and will feature a common file format for agency credits through a fixed or Extensible Markup Language (XML) format. As part of its innovative, transparent, and value-driven approach, PPMI will be using Agile methodology on an enterprise Cloud architecture.
The first focus of the Post Payment Modernization Initiative will be to replace aspects of the TCIS system and then address the other systems. The timetable for implementing TCIS functions in PPMI is not expected until 2021. Updates will be posted on this website as they become available.
