Individuals’ records are protected under exemption (b)(6) of the FOIA at U.S.C. § 552. Exemption (b)(6) permits the government to withhold all information pertaining to individuals in “personnel and medical files and similar files the disclosure of which would constitute a clearly unwarranted invasion of personal privacy."
