Judgment Fund


Congressional Report

As requested by the House and Senate Committees on Appropriations, the Department of the Treasury is providing the following reports on the Judgment Fund. The Committees have requested that these reports include:

  • the agency or entity whose actions gave rise to the claim or judgment,
  • the name of the plaintiff or claimant,
  • the name of the counsel for the plaintiff or claimant,
  • the amount paid representing principal liability,
  • any amounts paid representing any ancillary liability, including attorney fees, costs, and interest,
  • a description of the facts that gave rise to the claim, and
  • the agency that submitted the claim.

Disclosure is not required when prohibited by law or a court order.

The plaintiff or claimant name does not appear on this website because the Privacy Act prohibits disclosure of a record about an individual without the written consent of the individual, unless disclosure is required by one of twelve statutory exceptions. Also, the brief description of facts that gave rise to the claim often contains personally identifiable information (PII) that cannot be disclosed under the Privacy Act. Consequently, the case citation code and citation code description have been substituted for the brief description of facts, as they do not contain PII, and they provide more accurate and consistent information about the reason for the claim.

In this report, Judgment Fund payments are categorized as either Administrative or Litigative. Administrative payments are for certain claims settled by agencies without involvement from the Department of Justice (DOJ). Litigative payments are for claims that involved DOJ as representative of the defendant agency. Litigative payments include payments resulting from a settlement with the claimant before or during litigation as well as those resulting from a judge's order.

The report is sorted alphabetically by the Defendant Agency Name. The fields displayed in the report are as follows:

  • Defendant Agency Name – The agency against which the claim was filed.
  • Submitting Agency Name – The agency submitting the claim.
  • Control Number – Internal tracking number assigned by the Bureau of the Fiscal Service (Fiscal Service).
  • Plaintiff's Counsel – Legal representative for the plaintiff or claimant. This field is optional and is not always provided by the submitting agency in part because not every claimant has legal representation.
  • Payment ID - Payment identifier assigned by the Bureau of the Fiscal Service.
  • Payment Sent Date – The date payment was issued by the Fiscal Service.
  • Confirmed Payment Amount – Total amount paid to the claimant. This will include some or all of the following components: principal, attorney fees, costs, and interest.
  • Principal Amount – Amount, if any, awarded except for costs, interest or attorney fees.
  • Principal Citation Code – Legal statute under which the U.S. is liable and amount is payable by the Judgment Fund.
  • Principal Citation Code Description – Brief description of the legal statute resulting in payment of principal.
  • Attorney Fees Amount – Amount, if any, specifically identified as attorney fees.
  • Attorney Fees Citation Code – Legal statute under which the U.S. is liable and amount of attorney fees is payable by the Judgment Fund.
  • Attorney Fees Citation Code Description – Brief description of the legal statute resulting in payment of attorney fees.
  • Cost Amount – Amount, if any, awarded as costs.
  • Cost Citation Code – Legal statute under which the U.S. is liable and amount of costs is payable by the Judgment Fund (Typically 28 USC 1920).
  • Cost Citation Code Description – Brief description of the legal statute resulting in payment of costs.
  • Interest Amount – Amount, if any, awarded as interest on principal.
  • Interest Citation Code – Legal statute under which the U.S. is liable and amount of interest on the principal is payable by the Judgment Fund.
  • Interest Citation Code Description – Brief description of the legal statute resulting in payment of interest.
